Where are HTML 5 tags written

As all of us know that HTML 5 is an updated version of HTML. So I want to know that weather HTML 5 tags are written in notepad

HTML isn’t just tags, but I dont know what else you could mean than, “Can I use Microsoft Notepad to write HTML 5?” so I’m answering that yes. Most programming languages’ code, including all versions of HTML, can be written in Microsoft Notepad, as the code file is just encoded text. Notepad is about the worst editor you can use that isn’t actively working against you, though, so I’d recommend an IDE like Notepad++, Visual Studio Code, or maybe Kate.
