If the terms front-end and back-end are familiar with you, you can say that web design is the front-end part of web while web development is the back-end part. A web designer is responsible for making the website user-friendly and properly presenting the information that the website contains. They make the basic layout of a page and implement things like an image slider for example.
Web developers on the other hand are responsible for the server-side tasks of handling a website. They fetch data from a database that are used on the page or issue security problems.
But the most important thing is that you should never forget that web design and web development are very not strictly seperated and in most cases, a web designer does tasks that normally a web developer would be responsible for, and vice versa.
