Web Dev doesn't take much RAM, never tried wordpress but I guess it's the same. 4gb should be good, just make sure not to open other apps you don't need, and close your browser tabs as soon as you're done with them.

Don't think about that for the moment. Web Dev doesn't require so much power, at least when you're still a beginner. Get yourself to a decent level first and push your laptop to it's extent. (i use i3 and i5 computers which have similar performance to amd a6 btw, it works fine if you don't open any big side apps)

But if your question is should you get a new computer, it would definitely be worth it to do so. A weak laptop can only take you so far.
