What is the best tool for Android app development for beginners?

It depends on what you already know. If you know Java, use Android Studio. If you know HTML, CSS, Javascript, use Apache Cordova. If you know C#, use Xamarin. All these ways allow you to create awesome Android applications ;) The last two actually allow to create cross-platform applications.

with Android Studio use an actual device to test...the emulator can be slow.
