i dont know how to render blocking css or java-script please help me
i test my website( www.roominsikar.com ) speed on google page speed. google says:-

Add your JavaScript just before the closing body tag, or have a self invoking function that adds them on page load - if not absolutely necessary to generate content. Try using a CDN for those scripts that can easily get cached too - Bootstrap, Owl Carousel etc.
