I mean we don't know your skills, so it's hard to guess whether you can or not..
But for hint try SVG it would be easy, it's just 12 circles has been overlapped and outer parts are clipped, and the intersections are filled with colors

I would use SVG arcs to draw the logo and then I would just group it and animate a rotate transformation.
