For basic coding I will recommend you phone since all people can't afford a laptop or a PC because of its higher range. But if it goes to big web project then laptop or PC must be your first priority since they can be a better time management making programs in phone is just a type of time wasting according to me as I suffer lot of problems when I try to code with my phone [small projects] But some people can make big projects in mobile itself. This thread might be useful if you want to you code with your phone https://www.circuitbasics.com/programming-with-your-android-smartphone-the-tools-you-need/ https://www.quora.com/Can-I-do-programming-on-my-phone

Using a laptop delivers the best experience for coding but I feel you should do with what you have

Laptop is better, but sometimes I just want to lay on my bed and relax, and with a big hot laptop on my legs I'm not comfortable, so I also use my phone some times for simple coding.

For simple code phone is better But when you want to write code of a big Project you will use IDE(DEVOLOPMENT ENVOIRNOMENT)and you can not use IDE in smart phone example of IDE is Devc++ and code block

Laptop. But a phone does have the advantage of being able to do it offline with the app, but than you can use an android emulator and have the app on a laptop.

You can use either phone or deskop. But when coding, use deskop.

Always go for the laptop if you are planning to get serious about coding. But for practice I use my phone since it's more portable
