Define "best"... there are various algorithms that work better than others and there are various packages that work better than others, however, it is all situation-dependent as to "What are you trying to solve?" With regards to Python, SciKit Learn is great for getting started, it has been dubbed the Swiss Army Knife of Machine Learning, and for good reason. However, it is not the end-all answer to every machine learning problem. Tensorflow is great at providing more granular control and taking advantage of hardware resources. Keras is great at deep learning and it is used as the backbone for Tensorflow... The goal as a Data Scientist/Machine Learning Architect is for you to use the right tool for the job. You would not use a hammer to paint walls...
