What us the recommendation for python 2.7 or 3.6 to a beginninger?

Python 3... and if you need to work with Python 2 code, the differences are good documenting and easy to learn... as by learning 2, you will necessarly go to 3 in future, but learning 3 not necessarly require knowlegde of 2 ^^

To a beginner you won't notice much different as previously said. But stay far, far away from python2, development has ended for python2, only bug fixes will be provided a couple of years but then it's dead for real.
