This seems to be related to your yesterday's question. Did you try to reinstall Eclipse? maybe it was just a corrupt Eclipse installation.

To create android app you have to install android studio but you have firstly learn java basics.I tell you that you have to reinstall eclipse .It is not so simple for windows to set java jdk and environment variables.

To create android apps you need android studio. It has a Java compiler and XML editor for graphics.
