How long does one take to master a language?

Depends on the programming language, and eventually on your background.
It's like the spoken languages, if you are Spanish (or at least you master it), learning Italian or French will be easy.
If you are familiar with html and Javascript, learning Php will be easy.
However you don't need to master a language to create great codes.
You just need a good knowledge of it (that comes from practice).

Depends on the language, however if you've already mastered one language, picking up another one takes only couple of days and mastering it can take couple of weeks. Without any experience tho, you would need couple of months to do that

A lifetime, i feel like programming, like learning an instrument, is a dedication, one does not simply become a master at any given time, the title is earned by becoming more and more familiar with the language, and id say that those who the populace sees as masters still see themselves as students with a desire to learn the things to which they do not know.

It depends upon your interest.
Mastering and completing language are two different things.
Mastering take alot time and as it include learning through practise.
You can complete a language in a week to a month if determine
But mastering may take few months bcz it reqiured practising projects and solving it's bugs using skill learn while completing.if you could solved code bugs on your own you have mastered it.

Guess it depends on the level of difficulty. I'm sure there's some HTML and CSS masters out there...
