Sure, there are lots of terrific resources out there, readily available. I think it would depend on that person's determination and their level of commitment

Why not? People who go to university dont just magically soak it all up. They have to put in work too. The only thing they have up on you is someone giving them assignments to test what theyve learned. But you can just do that yourself as well. Its all about your focus no matter how you learn

Why not? Any one with great motivation can become great programmer. You have to put your time and effort in programming.
