Can scripting language(HTML, etc) or programming language be used to create Search Engines

Yes but you'd need a lot more than programming knowledge to make the next Google. A keyword-based search feature in a website or web application is something that'll be more achievable and useful. Many websites use features like that and the off-the-shelf solutions don't always behave exactly the way you'd want. If you can convert a search query and an item to a number, you can easily sort and filter results for display.

If you need a specific example for a keyword-based search, check this. If something else is unclear, be more specific about it in your question. An example of a keyword-based search feature in a website is at: https://www.quora.com/ Type into the search feature at the top of the website and hit ENTER. That searches all questions in quora.com based on the entered keywords.
