Computer Software vs Website Application : which is best?

i'm learning programming languages...but i need to consider in a specific Language so which is the best choice (Web oriented (HTML,CSS,JS,PHP) or Computer Softwares)???

Today best start learning web stack. Some reason for it: easy learning and easy get stagering. HTML + CSS + Javascript + Jquery + bootstrap + NodeJs and you can study any language for some week.
I am stop at bootstrap, but i in search a work or a stagering.

According to me, first make a website...because making Computer Softwares is very difficult for beginners. Use this way:-
HTML>CSS>JS>PHP.
For Computer Softwares:-
C++ > JAVA!
