Alawode Wisdom Mileage may vary for anyone learning to think imperatively for the first time with the purpose of writing expressions to execute control flow while also learning their first imperative programming language.
So... the answer to this question will be on a case by case basis and different for each person.
Ask someone who knows only HTML and CSS who then attempted to learn Java, or any imperative programming language for that matter, then they will believe that any imperative language is the hardest to learn.
If the opinion is coming from someone who only knows Python or Javascript, they may struggle with the static typing differences in Java.
While the Java language may be much simpler to learn than C++, the high number of libraries that are part of the Java Runtime Environment (JRE) and in the Java ecosystem may feel overwhelming to many getting started.
