Is it good to start from front end development first in project ?

Hi! I am new to programming, I wanted to build a java project in netbeans. After a search I decided to start the project making from front end. The prpject is about developing atm simulator using java. Is netbeans good choice for this project ?

I think the first thing comes is the brainstorming, reading about the idea, then comes the designing part, ex:- what kind of functionalities are we providing, then comes the visualization part, how it will look when it's done, then break the project in parts and start the implementation, in the end, you just have to put the pieces together, it's not a matter of what should come first, once you have a path, do what you feel like because in the end, it's just a matter of putting it together!
