Theoretical knowledge, you can get it through coursera and similar websites. On YouTube there are also very good courses from renowned universities with great teachers.

As for the mad hacking skillz, try enrolling in an ethical hacking course (first learn at least a language and get some basic understanding of how computers and the internet work), and then use and practice that knowledge (ethically or unethically) and make connections with like-minded people.
On YouTube there are some hackers that code live for you to watch and learn.

The path cannot be taught, it must be taken...
