Why some programmer (in html) use <meta charset="utf-8"> under head tag

This is a charset set. if you add this element you can use special character like: ş, ö, ę, ą etc.
It is highly reccomended

Because the character sets in ISO-8859 were limited in size, and not compatible in multilingual environments, the Unicode Consortium developed the Unicode Standard.
