Как "подружить" программы на С#, писанные на компе с Вин7, с компом под Вин10?

Привет товарищи! Подскажите пожалуйста, как "подружить" программы на С#, писанные на компе с Вин7, с компом под Вин10? На форумах пишут только предположения, да и то с предложениями залазить в дебри командных строк и т.д. Наверняка есть путь более понятный и простой. Просто написанная программка необходима на компе "клиента" с Вин10, но она не стОит того, чтобы её запихивать в установщик... Есть соображения по этому поводу?
...про установщик имелось в виду, что туда можно также подключить все библиотеки, пакеты, фреймворки и т.д...
...без этого можно обойтись?
Сборка под целевую Фреймворк дала прежний результат - открывается форма белого цвета и через некоторое время закрывается.

GrafGrihula yes you can do it so you need the setup the framework into both windowses [some with your program framework like if you're program writed in. Net 4.8 you must be install. Net 4.8 into both computers]
Overwise in c++ it is no important and you only can paste dlls in app path
