Lubuntu is a nice and friendly distro, perfect for benginners.

Both are different Operating System
Lubuntu is Linux based on Ubuntu
You can use whatever you want to use. Both are good.
I will say if you are beginner then start with Windows OS. Because, if you will face any problem in windows you easily get solution.

I'm using Linux for almost 2 years.
Finding solution to problem was dificult. But I get pre installed Python, C compiler and many other interpreters.

At end if you are making app for windows then use windows and if you are making app for Linux then use Linux.
