There is no IDE for HTML CSS... only text editors... I personally use VS code or Atom for html, css and js.

I used notepad++ before but since I laid my hands on brackets, it has been easier for me to put up my codes in one place.

There are IDE's for html and css. Webstorm, Phpstorm, NetBeans and Eclipse. NetBeans and Eclipse dont cost money.

omg , asker wants tool not only for html and css, but for js and php too, just stop giving advices to him for that. Yes, editors are good for frontend part, but not the best tool for backend and fullstack parts of website.
