For HTML5 and CSS, any text editor will be fine for editing the code. A popular web browser like Firefox, Chrome, Edge, or Safari is good for testing.

In Windows, notepad++ is great. It is designed for programmers but IDE-like features are mostly left out to keep it simple. It is basically Microsoft's notepad but with lots of helpful developer-related features like syntax-highlighting.

You could use an IDE but an IDE can have so many features that learning how to use them can distract from learning HTML and CSS. If you're just learning HTML and CSS, I'd focus on those languages instead of features of a specific tool and notepad++ can help you do that.

You've to use both
Including Javascript bootstrap jquery and react
If you need to make an awesome thing.

If you need designed visual then html and css
If simple, then only html
