Hosting is covered so I'll just add that there are many free (no-cost) domains out there. From what I recall .tk and .ml are free as well as .cc in some cases. Check out freenom.com for details.

I suggest you to make a search on google for "hosting". If you need to manage an all html/css site every solution should go well, so look for a good price and a server farm quite close to the place your target traffic is. About the "linking" your html page, you will need to upload your pages on your hosting space with a FTP program (FTP stands for File Transfer Protocol), you can try FileZilla, that's free but has all you need to manage your website. Last thing: your main page should be named index.html (or home) FileZilla: https://filezilla-project.org/
