How to create InputStreams properly

I see people many times declaring Streams like, for example: InputStream IS = new FileInputStream(path); But I myself mostly create Streams like: FileInputStream FIS = new FileInputStream(path); Can somebody explain me what's the difference between these? I thought first one is for declaring Stream shortly, but when I create it like Reader br = BufferedReader(IS); I noticed that my object br doesn't get BufferedReader's method like readLine() and etc
