I can't tell depends in your hobby. For instance to look Uber have frontend built with kotlin/java with XML design then backed with backend languages such as python, node.js, ktor. What I meant many people have different hobbies so the language to be used can be based in your interest
And for pricing
You may be able to use free apis with free tire but the more the people uses your app the more api usage so you will start payment
And for learning
Sololearn maight not be enough rather you need to look external course and library based on your hobby
