yes you can, but it won't be much better than a rock paper scissors game

3d game:
Try out blender, it's a free modelling software, and it has a (not that bad) build in engine, which you can programm in python, that way it would even be possible to make a 3d/2d tower defence game

Yes but not for pure game code.. it's used for scripting in some games.. not even Java can do. C++ is the boss in the area of games. 90% or more of games are made using C++(along with game engines like 'Unreal') or something related to it..
