I don't know whether it's new thing or not?

I created a file "Header.html". It was placed in a wamp folder of w3. When I had the directory view of the folder from the browser, the Header.html file opened at the top and the list of items was below it. Also the page had the influence of w3.css linked stylesheet. Please refer to my code "Something Stange" for the screenshot.
