Yes ,you can learn Java in 13 . There is no age of learning programming but of course you must know the basic of math and 13th is the best age to start programming.
You can start with the java course on sololearn .If you feel it difficult ,see the comments in the lessons.This will help you to understand the concept more easily. Yet if you don't understand the concept ,try using google and youtube .This will help you to understand also you can ask in Q&A discussion but before asking Q&A discussion please use the search and please focus on learning one programming language .If you learn one programming language very well, you will be able to learn the other programming language very easily in future and try to make some code with your learning as practice is the best way to learn.

You can learn to code at any age (though you cant use sololearn if youre under 13). Mark Zuckerberg wrote a website for his dad at 9 (maybe it was 10 idk). The point is that age doesnt really matter too much for programming.
