How do I make a mobile app with HTML?

I'm wondering if it's possible to make a mobile app for android with HTML and if so, how. All help is appreciated. Thanks!

A guy in a course mentioned something about making mobile apps with html, css, js etc...

He said that you could use jQuery mobile but it was kinda outdated. He also mentioned something called app.js but I couldn't find where to get it or what it is.

So I was wondering if you could just make app without any special languages.

App? No. Web site yes. The closest thing in order to make an app for mobile whit only html, Js is probably react native which gives you also the ability to build app for both Android and ios. Other users will correct me if I'm mistaken.
