HOW TO BUILD A OPEN SOURCE HACKING PLATFORM

Is it possible to build up a open source hacking / programming platform where strangers can contribute to one anothers projects and can also be their friends just like in the free guy movie

There are many platforms where programmers can collaborate and make something or discuss on something.
But I haven't heard of any platforms where hackers collaborate and yes if you are talking about ethical hacking, you idea could be the next popular platform for programmers/hackers to collaborate, you can always add some amazing offers and deals to stand out with others.
Anyways if it's more about illegal hacking and all, I would suggest to reconsider before taking any steps.
