Kotlin is one of many general purpose languages. All of which can program anything for any platform. While Google helped fund its development so they could avoid using Java as their development language for Android, people have used it for iOS, Windows, Linux, and even embedded development projects. (Oracle [Java's owners] is suing Google for using their technology in the Android system.)
