How to make a tweetsheet converter?

we often use tweet sheets for twitter storms and I am trying to figure a way to not have to convert the tweets by hand. Tweet storms are noble cause please help me!!!

sorry for late reply, a tweetsheet is a bunch of pre-written tweets with links to articles normally all consisting of the same hash tag. This sheet is then coded so that when you click the link it automatically brings you to twitter to tweet it. For those who use Twitter you must have heard of Twitter storms tweetsheets are where storms originate. Think about this if you had about fifty people with the same tweetsheet that has about 100 tweets in it all tweeting at an organized time it creates spikes in the hash tag you are storming for.
My group is currently coding a tweetsheet for this weekend to honor Aaron Swartz we invite everyone to join us and I will post the sheet on this feed.
