Yes, or well, kind of. As long as you can run an IDE on your tablet, you can play with the files and transfer them back and forth to your pc. Such as the ones mentioned in the previous answer.

As far as having the actual Unity Engine, I'm not so sure. You can surely test your program on the tablet, but to actually edit it and flip through the editor, the software itself is not supported.

The tablet may have to run windows or another OS in order to do so.

No, it's actually possible if Unity provides any software development tool for android platform, but for now there's no such thing from Unity or other 3rd parties.

As I know game developing can be done using specific app in android such as AIDE, libGdx is well known for game developing using JVM languages, if you are out of resources for Unity developing than you can try AIDE, to learn basic game developing.
