with only html and css you could only create very basic games, with very few/simple interactions...

usually, web games uses javascript as base engine ^^ phaser.io is a js dedicated game framework ;)

Учи js ,хотя бы научись работать с событиями , когда научишься можешь написать что то наподобие кликера и через phone gap преобразовать в apk или exe
