Is C++ a superset of C?

Not really. Some C features doesn't work / haven't the same meaning in C++, so I would not consider it as a "superset".

Théophile is right: C++ is the OOP successor of C, so it has lot of C feature, but with slight differences... that's not really a superset, but more of kind of new version broking ascendent support ^^
C is usefull for embeded systems, core functionnalities, and C++ is more designed to be usefull for softwares wich don't have device limitations (such as memory and so on)...
