Java is a popular choice for universities and colleges when it comes to teaching general programming - it's been a popular language for a while, its free to use (as is Python), it has been widely used by big corporations for ages (so therefore places that want to brag about high employment stats for former students value this trait), and it is quite structured (so fits well with an academic mindset). Python is easier to do the basics of, but that doesn't mean universities or colleges have to choose it as the first language you learn.
