For input single hour digit append 0 ex: 1:00 AM => 01:00
For input 12:00 PM=> output should be 12:00, but your 00:00 check it again.

None that's a 12hour clock. But problem states that convert 12hr format to 24 hour format.. read again here and examples also to understand it ,if this is about code coach problem of :
