technical english is helpful for reading documentation, tutorials and finding answers in forums. But tools like Google translator are also powerful enough.

I believe so without English it won't be easy for u to code and there are some languages in code that are not similar to English so even if u try to use translation it would tells you something else and not what it really meanings

It is highly recommended to learn English. many tutorials in the Internet are English-based so are tutorials in YouTube
