xcode is only for IOS. Can i get a code playground(SWIFT) for windows for practice. Or is there a better CHEAPER solution

What I understand here, you are talking about C# ide that can work on Mac. If that then Microsoft has launched an open source Visual Studio IDE for coding in C# and many more. You can use that. Hope this would be helpful.
