My option is godot. Godot is open source and completely free. It’s been praised for being very lightweight and fast, and it’s capable of creating both 3D and 2D games. it has its own programming language: GDScript. GDScript is similar to Python, so it shouldn’t be a challenge to learn for those with a Python background, or for beginners. It also allows for visual scripting with connectable blocks and scripting in other languages, like C++ and C#.

The “best game engine” for making a 2D game is the one which you know how to use, has the features which you require for the project and the one which you are most comfortable with to finish the project. My personal preference is Unity, because it is powerful, and has all the necessary features which I need for my project. There are lots of great 2D games made with Unity, so it is a good choice. There are other engines out there which are capable of making great 2D games, GameMaker Studio being one of them. Ultimately it is a matter of preference. Game Engines are just tools used to make games. How good a game turns out depends on how the developer uses the tools.
