That is how general purpose programming languages works.
For example, php is not general purpose. It is just for Web development. So you doesn't need to import anything for Web development.
You want python to import everything at startup and load your memory with those functions which you are not even going to use ?? This is too much inefficient. Even a noob programmer will not make a interpreter like that

It's general purpose because it can be used for many different applications and domains. The use of many libraries doesn't mean Pyhthon itself is not general purpose. The implementation language of libraries is immaterial. Even C/C++/Java can use libraries to achieve high level functionality.

There is nothing like general purpose. Python is uses almost everywhere. Libraries makes your work easier just simple as that.

If it was a general purpose language, then maybe it can now be used in operating system or kernel development.

Language can interact with system and system software then we can say that it can be called operable system element of heterogeneous environment. It has interface with system software then it can be called general-purpose software and it needs network and interoperability. It has syntax and has parser then it is one of the kind of language of computer programming.
