Functional Application

Question

Hi! Kind of new here but have a question. Could someone hypothetically speaking create a functioning application such a voice recording app that would allow access into the phones OS and store data from the device or even a camera app. Or is this platform built in with a sandbox feature that wouldn’t allow any code or program to run outside of this app itself?
