you can use Photoshop for this. I use Photoshop for work with colors in HTML. you can get the hexadecimal color code of any color in the world using PS.

we know after '#' is 6 hexadecimal ... first 2 of 6 is represent red and next 2 is gree and the 2 last is blue #CMIIW

I never realised until looking at this lesson that the colour code is 3 2-digit elements representing the RGB mix. You just need to understand how the colours mix on a palette and make up your own values then preview the result.
