What is the skill of the programmer? I would say it is solving problems, by writing code that the computer can understand and execute. In this sense, you cannot really forget it, but you need to constantly nurture and improve it, same way as you need to sharpen a knife occasionally. The other side is about factual knowledge and experience about the specific features of programming languages, about the best practices of architecting software systems, about the tools and utilities that are important parts of the development process. Even if you learn it all at some point, this knowledge will amortize very quickly, because the technology also progresses. New languages and frameworks come, software gets deprecated and disappears, hardware infrastructures and networks evolve. This is lifelong learning!

Yes, I've learned a few languages I forgot because I didn't use them.

Like others said, Ithink you can lose the language(s) if you’re not using it(them). However, I think the logic will still be there, waiting for you to pick up coding again. That logical foundation can be more difficult to learn than some languages
