AFAIK Xamarin is free within certain limits.
Xamarin is free only for the first 30 days.
After that, you can use it only within the limits of the starter edition.

Xamarin is now free and you can develop in Xamarin without limitations. This includes VisualStudio extensions on Windows and MacOS.
You pay for Xamarin University, advance tools (test cloud ui and so on)
