Can u set width for the border with percents?

It's look like it can't....... But if border-radius it certainly can And..... Only such as padding that can use instead of border

Percentages for 'border-width' property is not allowed by css specifications ( as they probably cannot determine relative to what size this should be applied: box? parent?... ), but you can use nested elements to simulate it ( as suggested by @Very Hard ) OR use others relatives units ( which have an implicite reference ), as em, rem ( relative to font size ), vw, vh ( relative to viewport ) and so on...
