HELP, ARGS AND KWARGS EXPLAIN

Question

So I've been struggling to understand many python stuff lately and suspecting that my IQ is too low or something, so i need an explanation for the *arg and **kwarg thing, noting that if it's not simple enough for a elementary scholar i probably won't understand, thank you in advance ..
