irrelevant or unsolicited messages sent over the Internet, typically to a large number of users, for the purposes of advertising, phishing, spreading malware, etc. this is the real definition of spam so please don't report the question which are not proper as spam because maybe the person is not good in English

Spam is not the only thing which needs to be reported. Most of what goes against the Content Creation Guidelines has to be reported.

If it is a duplicate of a question that could be looked up, then how is it aimed at helping the community improve their skills?

Honestly, anything that is a repeated Question is considered spam. And it's obvious the person who posted said duplicate, was obligatory to searching for the question themselves. In these situations, SoloLearn need to get off their butts and modify all of: Mod powers, Their content creation guidelines, and possibly the app itself. I'm sure they are actually trying to do this but they are taking their sweet a** time doing it.
