One way is to change the region in your Google account, but that would mean that you move to another country physically.

The other way is to use some VPN which would fool the Google Play and use non-Russian bank card. I don't know such VPNs, but I've read that there are ones.

Yes, but i don't want change region. Even have working VPN, i still need another country card, but if i would have that i dont change region. So i just use base plan without pay. Thanks guys.
