I think they should add a second condition if it's a draw, the second condition should be "time completed in". This means that if it's a draw then whoever finished their questions the quickest should win the match. This will then cause less draws.

Would be fine. Also 5:5 draws should not break winstreaks, otherwise trying to get the epic badge amounts to finding 50 people who don't know what they are doing and dodging all people who do.
